Making the Malta Residence and Visa Programme (MRVP) more attractive

A number of amendments have been effected to the Malta Residency and Visa Programme (Malta Golden Visa) Regulations (Subsidiary Legislation 217.18) in late September 2018, in order to make the Programme even more attractive than it already is for third country nationals and their dependents who are willing to bring investment to Malta, and thus are granted Maltese residency which will enable them to reside, settle and stay in Malta indefinitely, as well as travel within the Schengen area without the need of applying for a visa.

To date, the Malta Residence and Visa Agency has received more than 1,000 applications, and included the minimum thresholds required by Programme as follows:

  • payment in full of the contribution of €30,000 ( plus additional fees for parents and parents-in-law);
  • purchase or rental of immovable property at minimum €270,000 or €10,000 per annum (to be kept for a period of a minimum of five years), respectively; and
  • €250,000 investment in government stock.

Following the announcement in September 2018, in terms of Article 6(1) of the Malta Residence and Visa Regulations, the qualifying investment of €250,000 in government stock is now no longer limited to government stock and it now may include debt or equity securities listed on the Official List of the Malta Stock Exchange or through an investment in a collective investment scheme that is licensed and on the Official List of the Malta Stock Exchange.

Along with the amendment made to the qualifying investment, the Malta Residence and Visa Agency have now announced that in terms of Article 12(9) of the Malta Residence and Visa Programme Regulations, effective as of the 1st of September 2018, the Malta Residence and Visa Agency is prescribing 5% from the contribution fee paid by the main applicant to be paid to the approved agent or accredited person appointed by the main applicant following the issuance of the Certificate of Residence.
