How to acquire residency in Malta via the Malta Residency and Visa Programme - Financial Requirements

Available to Non-EU individuals and their families, The Malta Residence and Visa Programme Regulations subject its applicants to a background check and a financial investment which is summarized as it follows:

  • Property Requirement
    • Purchase of minimum €270,000 for a property situated in Gozo or in the south of Malta, or €320,000 elsewhere in Malta
    • Rental of minimum €10,000 per annum for a property in Gozo or in the south of Malta, or €12,000 per annum elsewhere in Malta.
  • Investment Requirement
    • Makes an investment of minimum €250,000 in government bonds with a financed option available
  • Contribution Requirement
    • Making a non-refundable government contribution of €30,000

Proof of a minimum net wealth of €500,000 or a minimum income of €100,000 per annum arising from outside Malta is needed to apply for the Malta Residency and Visa Programme (MRVP).

Cost

To be eligible for residency under the updated regulations of the Malta Permanent Residence Programme (MPRP), prospective candidates must meet the following criteria:

  • Meet Property Requirements:
    • If purchasing a property, it must have a minimum value of EUR 350,000 in Malta or EUR 300,000 in Gozo or the South of Malta.
    • If opting for a rental property, the annual lease must be at least EUR 12,000 in Malta or EUR 10,000 in Gozo or the South of Malta.
  • Government Contributions:
    • For property buyers, the contribution consists of EUR 28,000, with an additional EUR 7,500 for each parent or grandparent of the principal applicant or spouse.
    • For renters, the contribution is EUR 58,000, with an extra EUR 7,500 for each parent or grandparent of the principal applicant or spouse.

Make a EUR 2,000 donation to a local non-governmental organization registered with the Commissioner for Voluntary Organisations, or as otherwise approved by the Agency.

Administration Fees

An administrative fee of EUR 40,000 per application is required. An initial payment of EUR 10,000 is required upon application submission, with the remaining EUR 30,000 payable upon approval of the application.

Eligibility for the Malta Residence and Visa Programme

Similar to the previous regulations, only individuals who are not citizens of the European Union, known as Third Country Nationals, are eligible to apply for this programme under the new Malta Permanent Residence Programme (MPRP) guidelines. It's important to note that EEA nationals and Swiss nationals are exempt from this categorization as third-country nationals.

This programme defines qualifying dependents as follows:

The principal applicant's spouse, whether in a monogamous marriage or in a relationship of equivalent status to marriage.

Children, including those who have been adopted, of the principal applicant or their spouse, provided they are under 18 years of age at the time of application.

Adult children aged 18 or older, who are unmarried and primarily dependent on the principal applicant.

Financially dependent parents or grandparents of the principal applicant or their spouse.

To include grandchildren as dependents, the principal applicant must legally serve as their guardian, and proof of this guardianship will be required during the application process.

Dependents 

The MPRP outlines the criteria for qualifying dependents, including:

  • The principal applicant's spouse, whether in a monogamous marriage or in a relationship with a similar status to marriage. The term "spouse" is applied in a gender-neutral manner for MPRP purposes.
  • Children, whether biological or adopted, of the principal applicant or their spouse, provided they are under 18 years of age at the time of application.
  • Adult children aged 18 or older, who are unmarried and primarily reliant on the principal applicant.
  • Financially dependent parents or grandparents of the principal applicant or their spouse.
  • To include grandchildren as dependents, the primary applicant must legally serve as their guardian, and evidence of this guardianship is a prerequisite for the application process.
