Malta’s yacht registration framework has received a significant boost following confirmation that Maltese-flagged pleasure yachts are now eligible to apply for special cruising licences in the United States (‘US’).
On 30 October 2026, the Ministry for Sustainable Mobility announced that Maltese-flagged pleasure yachts are now eligible to benefit from the United States’ cruising licence framework. This development follows the inclusion of Malta in the list of recognised jurisdictions under the United States Customs and Border Protection (‘CBP’) cruising licence regime, as published in the US Federal Register on 29 October 2026. The reciprocal privileges have applied to Malta since 10 June 2026.
Under this framework, qualifying Maltese-flagged pleasure yachts granted a cruising licence may benefit from exemptions from certain customs entry and clearance formalities when travelling between US ports, together with relief from specified administrative requirements and charges. Cruising licences may be issued for a period of up to one (1) year and may be renewed, subject to the applicable US requirements.
Minister for Sustainable Mobility Chris Bonett described the development as a significant milestone for the Maltese flag, noting that it removes a longstanding obstacle that had placed Maltese-registered pleasure yachts at a disadvantage compared with vessels flying certain other flags.
What Does This Mean for Yacht Owners?
The extension of US cruising licence eligibility to Maltese-flagged pleasure yachts represents a positive development for the international competitiveness of the Maltese flag.
For yacht owners and operators intending to navigate US waters, the new regime may offer greater administrative convenience, simplified port-to-port movement within the US, and reduced regulatory burdens. The development further enhances the attractiveness of Malta as a flag of choice for pleasure yacht owners with international cruising ambitions.
As Malta continues to strengthen its position as a leading maritime jurisdiction, yacht owners and industry stakeholders should remain attentive to regulatory developments which may provide operational advantages and increase the global appeal of the Maltese flag.
