The process starts with a proposal letter submitted to the Community Malta Agency, outlining the applicant’s background, achievements, exceptional contribution to Malta or humanity, future plans, supporting documentation, and details of any eligible dependents.
Evaluation and Due Diligence
The proposal is assessed by an independent evaluation board and undergoes due diligence by the Community Malta Agency. A recommendation is then forwarded to the Minister responsible for citizenship.
Approval in Principle
The Minister decides whether to grant approval in principle or refuse the request. This decision is discretionary, not subject to appeal, and does not require justification.
Formal Application for Citizenship
If approved in principle, the applicant may apply for naturalisation after meeting statutory requirements, including residence, property, endorsement, language knowledge, and demonstrated ties to Malta. A final recommendation is submitted to the Minister.
Grant of Citizenship
Upon approval, the applicant and dependents take the Oath of Allegiance and receive a certificate of naturalisation, becoming full Maltese citizens.
