Malta has once again been recognised internationally for the strength of its citizenship framework, with the country’s Citizenship by Merit route placing first in the latest Henley & Partners Global Citizenship Program Index.

Malta achieved a score of 77 out of 100 in the 2026 index, retaining the top position among the citizenship programmes assessed. 

This result comes at an important time for Malta. Following the closure of the former citizenship-by-investment route, the country has moved towards a more selective and contribution-led framework.
