Eligibility Criteria for the Malta Citizenship by Merit
Applications under Citizenship by Merit in Malta are evaluated on the basis of merit and national benefit.

Applicants of the Citizenship by Merit route must demonstrate genuine intent to establish meaningful connections with Malta, and their contributions should have sustained positive impact.
Applicants begin by submitting a Letter of Intent to Community Malta Agency, formally expressing their interest in applying for Citizenship by Merit. The letter should provide a high-level overview of the applicant’s background, achievements, and proposed exceptional contribution to Malta. Once the Letter of Intent is accepted, the applicant may be issued a one-year residence card, linked to a Maltese residential address. This allows the applicant to establish or maintain a connection with Malta while the full proposal and supporting documentation are reviewed.
Due Diligence and KYC Checks
As part of the process, applicants undergo standard due diligence checks, including verification of identity, background, and source of funds for any financial or philanthropic contributions. The checks ensure that all applicants meet the “fit and proper person” requirement set out under the legislation.
Proposal Preparation and Submission
Applicants prepare a detailed proposal, including supporting documentation that evidences their achievements, professional accomplishments, or philanthropic initiatives. This may include legal documents, certifications, or proof of contributions to charitable or government-approved projects. The proposal is reviewed by Community Malta Agency and an independent evaluation board, which provides a recommendation to the Minister responsible for citizenship.
Evaluation and Final Approval
Following review and recommendation, the Minister considers the application. If approved, citizenship is granted in accordance with Maltese law, recognising the applicant’s exceptional contribution to the country and its people. The process ensures that all decisions are transparent, consistent with the framework, and in alignment with national interests.
